Sheff Wed Deals with Major Issues, States Independent Regulator

'We will play a key role in football's future' - independent football regulator the regulator's chair

The team's current difficulties represent a a "significant problem" and the independent regulator is seeking powers to investigate clubs in similar circumstances, the newly appointed chairman David Kogan has announced.

During an extensive discussion, Kogan, who was named to the position this week, expressed "sympathy" towards Wednesday's fanbase.

The regulator engaged with four fan organizations representing the football team this week.

The Championship side have been experiencing difficulties in multiple areas in 2025, with the club failing to pay players on time on multiple instances, including in September.

"Evidently Wednesday represents a significant problem for EFL and a significant problem for football," the chairman stated.

"Wednesday stands as one of the great brands for English football and in recent days we have met Sheffield Wednesday supporters' groups.

"We're now looking to get powers... which will allow us to have Sheffield Wednesday - and other clubs brought to our attention if they need to be investigated and acted upon."

Economic Challenges and Leadership Concerns

The team's struggling chairman the Thai businessman stated during the off-season he would be open to selling the club at the stadium, but he has failed to complete a sale with prospective buyers.

Delayed salary payments on time in earlier this year caused limitations by the league officials in summer, stopping Wednesday from completing any transfers or loans for the next three transfer windows, although the ban was rescinded in the end of the transfer window.

Authority's Position

The regulator explained: "The job [of the regulator] is there for the Owls followers, other clubs in similar situations where fans are dedicated to a community organization that has been part of their lives in many cases.

"I completely understand the club's situation, as I do for all the clubs that in modern times have encountered failure, or been close to going to the wall, for factors unrelated to the fans themselves."

When asked if the oversight body could require an owner to sell a club if they are deemed unsuitable, Kogan said: "Should the inquiry concern 'would we intervene in the final instance?', the reply is once we assemble the facts and comprehend the circumstances, we will."

But the chairman emphasized that requiring chairmen to relinquish clubs would be viewed as the ultimate measure and the oversight body would choose to work with them.

"The last thing what we want to do is commence engagement with an specific team, an particular chairman, without being able to work with that owner to try and resolve the challenges confronting the team and the chairman's encountering," the chairman stated.

"However, realistically, when you review the record of the sport, over the past few decades there have been particular chairmen, a small minority, but some who have been irresponsible in the manner they have operated their organizations and finally refuse to accept accountability for the long-term prospects."

Wednesday followers have been voicing opposition to the team's chairman this season

'If we get it wrong, extraordinary progress vanishes'

The regulator engaged officials from numerous teams to detail the scope of the regulator on Wednesday and maintained it represented a "forward-thinking discussion" with a "high level of engagement" from the National League to the Premier League.

"This position carries substantial significance, because if errors are made, if the football community fails, the significant advances achieved could disappear swiftly," the regulator warned.

"And that's what nobody wants in the realm of domestic football is a huge success story - we need to continue the progress.

"Substantial financial resources entering the sport and has been invested for the past two decades, because there's no guarantee it will continue to come into football, which is among the factors explaining I think we have to take a really clear view on risk and of course, of the next two or three years."

Elite Division Worries

Elite division representatives objected to the establishment of an oversight body because of concerns about detrimental effects on the elite division's competitive balance, but Kogan said: "I'm absolutely committed to the achievement and development as an commercial operation of the top division.

"As someone who appreciates the concern of undermining the Premier League as a premium product of England. But concurrently, if you engage with division representatives after the recent gathering, they would have had a significant degree of comfort -and, in fact, they have been telling us in private they have a significant confidence."

Partisan Associations

The chairman continues to confront a "thorough examination" by the official appointments authority after he acknowledged providing funds to the political party in recent years.

The chairman donated money to Secretary of State for Culture, Media and Sport Lisa Nandy's leadership campaign, along with that of the current Prime Minister.

"I've been completely open about my former ideological connection [with Labour], and that political affiliation came to an end the day the official body endorsed my nomination," Kogan said.

"I am no longer involved in any form of political activity."
